日本政府正式决定:倾倒百万吨核废水入海,人类或将面临“灭顶之灾”!

人类将核去何从?

413日,日本政府举行内阁会议,正式决定向海洋排放福岛核电站含有对海洋环境等有害物质的核废水。据日本广播协会网站(NHK)报道,预定2年后开始排放。排放前会将核废水稀释到日本国家辐射浓度基准值四十分之一,相当于世界卫生组织(WHO)制定的饮用水辐射安全标准的七分之一。

日本政府此次决定引发邻国及国际社会普遍质疑。据韩联社报道,就日本决定将福岛第一核电站核污染水排放入海一事提出严正抗议。中国外交部发言人表示,日方在未穷尽安全处置手段的情况下,不顾国内外质疑和反对,未经与周边国家和国际社会充分协商,单方面决定以排海方式处置福岛核电站事故核废水,这种做法极其不负责任,将严重损害国际公共健康安全和周边国家人民切身利益。

此前,国际原子能机构总干事已表示,愿以公正、客观、科学的方式积极推进机构对此的评估和监督工作。美国国务卿布林肯就此事再推特上发布回应,在推文中表示,日本在决定处理福岛核电站核污水方面作出公开透明化的努力,并期待日本与国际原子能机构(IAEA)继续协调。

同时,美国国务院官网发出声明,日本政府审查了与目前储存在福岛第一核电站的核污水有关的几种处理方案,在如此特殊和具有挑战性的情况下,日方权衡了各种方案选择和影响,对其决定保持了透明,看上去采取了符合全球公认核安全标准的做法。美国国务院表示,它们期待日本政府在监测上述方法有效性时继续对外协调沟通。

然而,之前日本环境大臣针对这一决策表示,除了将废水排入太平洋之外,日本已经没有其他选择

核废水入海”全球”为之买单,危害全球生态

2011年3月11日,日本东北部海域发生强烈地震并触发海啸,福岛第一核电站发生核泄漏,为控制反应堆温度,东京电力公司注入大量用于冷却的水,100万吨含辐射的污水就这么产生了。核泄漏事故处理完之后,大量核废水被日本政府储存在污水罐里,迟迟没有得到处理。

早在2014年就想把核废水倒进太平洋,但迫于舆论压力没有执行,随着时间推移,这些核废水越积越多,目前福岛的核废水达到123万吨,离承载力上限的130万吨只有一步之遥。

众所周知,任何污染物只要进入海洋,都会随着风、浪、海流和潮流,从一个海区迁移到另一个海区,甚至扩大到邻近大洋,甚至波及全球。8月20日,发表在《科学》(science)杂志指出,核废水一旦排放入海,将会对海洋环境造成严重污染,放射性物质还可能会扩散到整个太平洋海域甚至全球海洋环境。德国一家海洋科学研究机构,曾对福岛核废水扩散情形计算建模,结果显示,57天内,辐射将扩散至太平洋大半区域,只需3年,美国和加拿大就会遭到污染。

据《韩国先驱报》报道称,排放入海的核废水将最先到达韩国南部海域,而不是日本沿海。日本如果将核废水排入大海,220天之后(也就是不到1年),污水就抵达济州岛,400天后将到达韩国西海岸。济州道知事元喜龙警告说,如果东京电力公司计划排放核废水,济州道政府将会在国内和国际法庭上对东京电力公司提起诉讼。

 今年6月,联合国关注危险物质处置等问题的相关特别报告员就曾发声,敦促日本政府不要无视在核废料处理问题上的义务,不要借着疫情之机,不经过国际磋商,就强推核废水入海。

迫于各方压力,10月23日,日本政府表示将延缓做出如何处理核废水的计划。经济产业大臣梶山弘志说:“为了不耽误福岛第一核电站的退役计划,我们必须要尽快处理日益增长的核废水问题。”同时,他承认当局需要对各种反对意见作出回应。

核废水处理只能排放到海水中?
如何处置这些核废水,对日本政府来说一直是个大难题。此前,日本经济产业省的核废水处理委员会曾提出五个处理方案,包括海洋排放、水蒸气排放、基于电解的氢气排放、地下掩埋和注入地层。今年2月,进过多方评估,日本政府发布报告,“排入海洋或大气是最现实的选择”,同时也被认为是最安全、最经济的方法。

为了降低核废水中的放射性物质,从2015年开始,日本投入使用“多核素去除装置(ALPS)”。随后,又建立了二次净化处理系统,能够将锶、铯等60余种放射性物质浓度降至一定的标准值以内,但放射性物质氚基本除不掉。据日本经济新闻网报道,储存的处理水中含有约860兆贝克勒尔的氚。美联社则称,处理水中还带有其他放射性物质,包括能致癌的铯和锶。

据《纽约时报》报道,东京电力公司去年夏天曾承认,仅有五分之一的核污染废水受到有效处理。根据经济产业省11月发布的推算值,用1年时间将处理水排入海洋,周边居民一年受到的辐射量约为0.052~0.62微西弗,如果排入大气,则为1.3微西弗。经济产业省称,这还不到自然界辐射量(2100微西弗)的千分之一。如果用10年或100年时间排放,影响将更小。

然而,这一组数字并没能解除当地人的担忧。福岛渔民和日本渔业协会都警告称,把核废水排入海里会对该国渔业带来“不可估量的伤害”。从福岛核事故发生至今,当地渔民的工作仍未能完全恢复到灾前状态。同时,也有许多科学家指出,在不得不对即将无处可存的废水进行处理的情况下,核废水中的辐射物含量是否已经降低至安全水平,还需要进一步证实

核废水入海影响究竟多大?
核废水泄漏对人体的伤害有多大?大部分专家认为,这是一个很难回答的问题,因为暴露在放射性污染中所造成的健康问题可能在几十年后才会表现出来。京都大学辐射生物学研究中心主任高田稔表示,放射性污水不会对健康构成即时威胁,除非一个人去靠近受损反应堆。然而,长远来看,他担心泄漏可能导致日本癌症发病率升高。更加令人担心的是海里的鱼类受到污染,通过食物链危害人类。

8月20日,发表在《科学》(science)杂志上的一项研究表明,福岛核废水中含有多种放射性成分,核污染成分包括铯 (Cs-131、133、137)、锶(Sr90)及碘(I-131、135)等多种放射性元素,其中有一种同位素氚,含量非常高,难以被清除。另外一种同位素碳14,很容易被海洋生物吸收,碳14在鱼体内的生理浓度可达到氚的5万倍,这些放射性物质对人类具有潜在的毒性。

氚是研究最多的放射性核素之一,尽管已有成百上千关于其生物效应和其他性质的研究,但氚的性质仍然容易让人误解,如因其衰变释放低能粒子而被视为“弱”核素, 因而认为氚的外照射无足轻重,对人体没有危害。实际上,在辐射生物学中所谓的 “ 弱” 粒子反而有更强的辐射生物效应。

氚可以通过皮肤吸收,吸人污染的水蒸气和摄人污染的食物或水等途径进人人体。一旦进人后,氚很快被人体吸收和利用,结合到蛋白质,脂类和碳水化合物,尤其是像DNA这样的核蛋白质上的氮被称为有机结合氛。多项研究显示,受氚或其他类型辐射的人群中儿童白血病和先天畸形的病例增多。核电厂 附近的空气,水和食物中含有高浓度的氚 , 因此会对周围的居民造成辐射 , 并可能引发癌症或白血病。

《韩国时报》指出这是一场“破坏海洋生态系统环境的灾难”。报道指出,福岛核废水中的氚元素即便经过反复处理也不能去除,这种放射性元素会导致细胞的损坏和变形,如果长期积累在人体内,最终会导致癌症的发生。

此外,绿色和平报告称,这些核废水中含有放射性同位素氚和碳14,其中,碳14作为“人类集体辐射剂量的主要贡献者,有可能损害人类DNA。” 

德国绿色和平组织高级核专家肖恩·伯尼(Shaun Burnie)称,存储水箱中总共可能有多达63.6GBq(千兆贝克勒尔)的碳14。“这些及污水中的其他放射性核素,在数千年内都将是危险的,并有可能造成基因损害。这也是必须放弃这一计划(排放入海)的原因。”

 海洋学家Buesseler认为,“泄漏的较高浓度锶90更为复杂,因为它是一种趋骨性同位素。“铯就像盐分,进入和排出你的身体都很快。然而“锶会进入你的骨头”。锶90的半衰期长达29年,因为它和钙有着近似的性质,容易进入人体的骨头里,有可能引起骨髓癌、造血机能障碍等疾病,对人体健康危害很大。”

1999年发生在日本东海村的核事故,由于工人误操作导致铀核裂变临界事故发生,距离辐射源0.65米的大内久瞬间遭受了普通人年上限两万倍的核辐射。远远超过了致死剂量,在83天的治疗中,以触目惊心的方式逐渐死去。2011年3月,日本东北部海域发生9.0级地震并引发特大海啸,受此影响,东电所有的福岛第一核电站大量放射性物质泄漏,酿成苏联切尔诺贝利核事故之后最严重的核事故。

已经快10年过去了,福岛第一核电站核泄漏事件仍没有得到妥善的解决。截至去年9月,核电站内上千座储罐存放大约123万吨污水,预计2022年夏季达到容量极限。如果这次日本真的要将核废水排放入太平洋,这对整个地球的生态系统恐是一场灭顶之灾。
