2018 年,部分科学部申请代码进行了调整,申请人应当根据所申请的研究方向或研究领域,按照本《指南》中的“国家自然科学基金申请代码”准确选择申请代码,特别注意:

(1)选择申请代码时,尽量选择到最后一级(6 位或 4 位数字) 。

(2)申请人选择的申请代码 1 是自然科学基金委确定受理部门和遴选评审专家的依据,申请代码 2 作为补充。部分类型项目申请代码 1 或申请代码 2 需要选择指定的申请代码。

(3)重点项目、重大研究计划项目、联合基金项目等对申请代码填写有特殊的要求,详见本《指南》正文相关类型项目部分。

(4)进一步推进“申请代码”、“研究方向”和“关键词”的规范化使用,申请人在填写申请书简表时,准确选择“申请代码 1”及其相应的“研究方向”和“关键词”内容。

这里面,(2)和(4)的意思也就是说,评委是按照“申请代码”+“研究方向”和“关键词”来选择。这样,大家能明白了吗?对,这就是专家遴选的步骤。至于是不是100%的专家都是这么遴选的,估计还做不到。至于具体比例,我们估测,应该在七八成吧。

当然,大家也不要过于担心专家的选择,目前NSFC的项目评审,还是比较公平的,除去函审,还有会评等环节,也是为了项目评审的公平。2018年的NSFC结果,让我们拭目以待。
